Mississippi AI Inventory - Summary Findings

Purpose and Vision

The purpose of this report is to provide a concise, data-driven overview of how artificial intelligence (AI) is currently being used across Mississippi's state agencies. This snapshot is based on self-reported data collected by ITS in calendar year 2025, a reporting requirement under Executive Order 1584. It serves as both a baseline assessment and a strategic planning tool for leaders, policymakers, and technical staff.

Findings

Ninety-eight (98) MS state agencies (including boards and commissions) submitted a response. Based on the information provided, 51% of participating state agencies are currently utilizing AI. As evident by the chart titled "Cumulative Growth of AI Uses in State Agencies", there has been exponential growth in AI adoption across state agencies within the last year with a cumulative total of 232 reported AI projects currently in development or use. As seen by the chart titled "Top 10 Solution Providers for Mississippi Agencies", Microsoft and OpenAI are the lead AI solution providers in use by agencies. While the high percentage of human-driven decision-making (69% of users) is a positive sign of responsible AI implementation, 84% of agencies reported that no AI policy or procedure was currently adopted.

Overall, Mississippi's AI landscape across state agencies shows rapid modernization momentum from experimentation toward operational use anchored by a few core platforms with strong human-in-the-loop preference. The findings support a call to action for the development of a comprehensive and actionable statewide AI strategy that includes a robust governance framework, clear ethical guidelines, and a plan for workforce upskilling.
