The Mississippi Department of Information Technology Services (ITS) provides trusted information technology and telecommunications leadership and services that offer proven, cost-effective solutions to all stakeholders in Mississippi government. ITS is the catalyst for effective planning, deployment, and operation of innovative information technologies.  ITS forms dynamic partnerships with our customers and the private sector to optimize the use of available resources for enhanced delivery of government services. 

ITS has received national recognition for innovative excellence in state government technology solutions and services and is seeking a new agency Executive Director to fill the position made open through a retirement.  This position is tasked with providing leadership and services for information processing and telecommunication solutions, overseeing $45M annual budget and technology procurements over $250M.  A successful applicant will be able to guide the agency through sweeping change in state government IT operations including:

  • Customer facing application development to continually improve both responsiveness and convenience of government services to end users;
  • Continuation of interagency “hub and spoke” shared services model including hybrid funding to maximize volume discounts while leveraging available federal and other special funding;
  • Hybrid cloud implementation and expansion;
  • ​Continuation of the promotion and agency rollout of a statewide cybersecurity focus;
  • Ongoing migration of enterprise scale government applications to a shared centralized data center;
  • Management of all statewide communication networks including all telephony for state agencies, public universities, and local governments; and​
  • Management of all statewide IT Master Agreements and Express Products Lists.

​​Qualified candidates must meet the following qualifications for education and experience:
  • Bachelor’s degree from an accredited university in engineering, business administration, telecommunications, information technology/systems, computer science, or a related field;
  • Minimum ten (10) years of experience in information technology, telecommunications, or a related field; and
  • Minimum five (5) years in a high-level management position with a demonstrated record of management expertise in the application of information technology and electronic communications.
Preference will be given to candidates with:
  • CIO or equivalent experience with a span of control similar to this position;
  • Demonstrated leadership experience in successful management of large IT organizations, projects, and initiatives with multiple stakeholders;
  • Demonstrated success in developing and implementing strategies for best-practice applications of technology to address customer requirements;
  • Broad knowledge of current platforms, solutions, and best practices for a wide range of information technologies;
  • Previous state government experience and knowledge of public administration and the legislative process; and
  • Business acumen as demonstrated by successful management of multi-million dollar technology and administrative budgets.
The salary range for the ITS Executive Director position is $157,462.50 to $183,240.00 annually.  High level overview of state employment benefits can be found at Benefit Overview 

The five-member ITS Board selects and appoints the ITS Executive Director with the advice and consent of the Senate during the following Legislative Session.  In order to determine suitability for employment at ITS, final candidates being considered for the position shall be fingerprinted to aid in the determination as to good moral character and that the candidate has not been convicted of a felony in compliance with MS Code 25-53-51(b).
